Evaluation of Partnership Funding Policy Ref: 956

The study involved collection and analysis of quantitative and qualitative information to provide an evaluation against 22 research questions. The quantitative analysis involved developing a detailed counterfactual assessing which schemes would have obtained funding under continuation continuation of a priority score system.  The counterfactual was compared against a scenario looking forwards as to which schemes would obtain funding to 2020/21 using outcomes measures and the Partnership Funding score. Qualitative data were collected through an Internet-based survey and interviews with the flood and coastal risk management community.  The analysis looks to combine and compare the results from the quantitative and qualitative data in order to provide a richer overall evaluation.The study identifies where the Partnership Funding policy has been more and less successful, where qualitative perceptions vary from the quantitative analysis, and includes suggestions for change.
