Hannah Collins

Hannah Collins is a Consultant at RPA Ltd. with five years’ experience. She is experienced in conducting desk-based literature reviews, consultation (in English and French) with a wide range of stakeholders including industry associations, trade associations and authorities at EU and national levels, as well as carrying out cost-benefit analysis for the purposes of impact assessments. Hannah’s main focus is on EU chemical policy; predominantly the Carcinogens and Mutagens Directive (Directive 2004/37/EC) and the REACH Regulation (Regulation No 1907/2006 on the Registration, Evaluation, Authorisation and restriction of Chemicals).

Hannah was responsible for compiling a report for DG Employment on the impacts of a potential occupational exposure limit (OEL) proposed under the Carcinogens and Mutagens Directive.  This was one of four reports conducted as part of a fourth wave of recommended OELs and included a comprehensive cost-benefit analysis.  Hannah also assisted in the collection of information for the first three waves of these OEL studies.

She has significant expertise in conducting supply chain analyses for major international clients, identifying information on substance uses, risk management measures, alternatives and likely economic impacts for reports created in anticipation of REACH Authorisation activities.  She is also experienced in identifying and compiling information for applications for authorisation (AfAs) under REACH.

Due to her language skills, Hannah’s work often includes conducting and overseeing consultation activities.  This includes the organisation, implementation and documentation of large-scale consultations conducted across all EU Member States.
